Y Axis DRO for the Harbor Freight 12 Speed Drill Mill
The y-axis DRO is a 6 in. version of the one used for the x-axis.  The DRO mount is machined form a piece of .5" aluminum 2.5" square.  I have included a very quick sketch of this mount.  It was more machined to fit and then measured.  You should be able to create something similar with these dimensions.  Mounting holes will varry due to the exact dimensions of the DRO used.  I drilled and taped a 1/4-20 hole in the table table cross slide to mount the DRO.   The scale end mount is machined from a piece of 1 x 1 x 1/8 aluminum angle approximatly 5 in long. The side that mounts to the base of the mill is machined to 0.75".  The top mounting are is 2" long and the remainder of the piece is milled to .25" wid.   This allows the bracket to be twisted, to make to top align with the top of the table dovetail base.  It is mounted to the base casting with a single 1/4-20 shcs like the DRO mount.

Mounting the DRO mount and scale end mount
Finished product, the y-axis dro slides easily under the table and provides a nice viewing angle along with the x-axis.  Since the free end of the dro scale is protected by the table I decided to only mount the scale by one end.  That made the construction simpler and alignment much easier.  If you desire you could make a mount similar to the one on the other end.
